If you want to you can report it to Weights and Measures, that's the agency concerned with fuel quality, the other agencies are concerned with environmental issues such as leaks and air emissions. So, I would ask the dealership if they kept the contaminated fuel and how they determined there was water in it, if they didn't keep it I think you will have a very weak case against the gas station if he can produce his records. ![]() He will be as concerned as you are, if there is water in his tanks he'll want to know, and if there is it will have come from the delivery truck, plus there'll be a line of people at his door with the same issue. So with that being said, I would see the manager of the station, explain what happened and ask to see an inventory report, like the one I attached, he keeps the daily inventory reports for his records. ![]() I'm not saying you didn't get water from the Shell station, but the chances are extremely slim, plus a lot of dispensers have a filter inside that shuts down the flow if water is detected. The pump that draws the fuel from the tanks is set 4" above the bottom of the tank, (the unit with the hose and nozzle isn't a pump, it's just a dispenser), water is heavier than gasoline and it sinks to the bottom of the tank and forms a layer, there would have to be about 200 gallons of water in the UST for the pump to suck it up, see item #12 in this diagram. Shell uses a UST monitoring system which actively measures the amount of fuel as well as any water in their tanks, the printout looks like this, they are programmed to shut down the pumps when water is detected about 1 or 2 inches, you will see there is zero water in these tanks.
